Who's responsible: As always, dialing 311 first to report any local safety concerns is the best course of action. The city's Department of Transportation has already denied ownership of the property, even though to the layman it would appear the land is just an unfinished, mapped street. The SIR, whose Great Kills station is almost adjacent to the property, has vowed to look into the matter to determine if maintenance of the property falls under its jurisdiction. Unfortunately, until the proper authority can be notified, the area's commuters will just have to watch their steps.
